인터넷 세상이 되면서 디지털 사업의 대부분을 미국이 장악하고 있다. 국경 없이 국제적으로 활동하다 보니 콘텐츠 양은 비교할 바가 아니며, 벌어들이는 수익 역시 차원이 다르다. 이에 유럽연합 집행위원회(The European Commission)는 시가총액 750억 유로(약 100조 원) 이상, 월간 이용자 4,500만 명 이상의 기업을 규제하기로 했다. 인터넷과 함께 국경이 사라진 시대에 자국 기업 보호와 자국민 보호 그리고 세수 확보를 위해 제도적인 개선책 마련에 나선다.

이렇게 해서 만들어진 것이 디지털 시장법(Digital Markets Act: Commission designates six gatekeepers)과 디지털 서비스법(Digital Services Act: Commission designates first set of Very Large Online Platforms and Search Engines)이다. 독과점 플랫폼이 시장을 장악하지 않도록 규제함으로써 공정한 경쟁을 유도하겠다는 취지다. 또한, 잘못된 정보를 유통하는 것에 대한 책임을 묻겠다는 의지를 밝혔다.
